Meta announced two new game development tools on September 24, 2026: Horizon Create, a mobile app, and Horizon Studio, a browser app with more granular controls. Both let users build games using AI prompts. The apps are launching in early access, with signups available through a waitlist.

The real mechanism isn't the tooling — it's the distribution. Games published through Horizon Create and Horizon Studio will be eligible for recommendation on Facebook and Instagram, where they'll also be playable. Horizon has struggled to find an audience as a standalone platform, and routing its content through Meta's existing social graph is the actual bet here.

Strip the AI-prompt framing and what's left is a familiar flywheel: Meta needs content for Horizon, Meta has enormous reach on Facebook and Instagram, and Meta is offering that reach as the incentive for creators to supply the content. That's a content-acquisition strategy. The mobile app with an AI prompt box is the interface through which user labor enters the system.

"Create games using AI prompts" says everything about positioning and nothing about capability. What's the creative ceiling? What's the failure rate? What does the output actually look like at scale? The announcement doesn't answer any of that — it offers a product name, a waitlist, and a distribution promise. That's the announcement layer, not the product layer.

Whether cross-platform distribution can revive a struggling social VR platform is genuinely uncertain — adjacent-reach strategies have a mixed record. What's not uncertain is the structure underneath: 97.8% advertising revenue doesn't shift because the acquisition vector is now a prompt box on a phone.
